The Covid19 pandemic has crippled the international travel and global supply chains. It has resulted in a phenomenal rise in government debt and losses for global enterprises. Will this be the end of globalisation and rise of poverty and increased wealth and income inequality between nations? To evaluate the impact of COVID-19, thought-provoking discussions are being held in all top-notch universities in the World. Keeping in view the challenges faced by Malaysia due to COVID-19 pandemic, this forum organised to contribute intellectual literature by including local and international expertise.

Speakers Profile: 

Professor Dr. K. Kuperan Viswanathan  is a leading natural resource economist with more than 25 years of experience in resource economics, policy and development research, social science research capacity building, education and training. He was a member of the World Bank affiliated Centers for International Agricultural Research (CGIAR) senior researchers' team and led the Center's Dhaka and South Asia office from January 2004 – March 2005. He led the Global Project on Fisheries Co-management which involved extensive partnership and research development with fisheries line agencies and research centers in Asia and Africa from 1999-2003. The Project involved collaboration and working with 27 partner organizations in 12 countries in Asia and Africa to systematically document co-management experiences in those countries and explain the nature of the function of co-management arrangements in the fisheries of partner countries. He is also active in professional organizations in Malaysia and abroad and serves in the editorial committees of major natural resource journals of developing countries such as the African Journal of Marine Science and the Malaysian Journal of Agricultural Economics and the Journal of Economics and Sustainability. Since the early 1980s, he has worked as researcher, project leader, senior scientist, director and expert adviser for a number of organizations such as WorldFish, Food and Agricultural Organization of the United Nations (FAO), International Development Research Center of Canada (IDRC), and Danish International Development Assistance (DANIDA), among others. He has over 50 technical publications and has visited more than 30 countries for professional activities. He has organized and chaired numerous technical sessions during conferences for these organizations and forums. He served as an Associate Professor of Resource Economics in the Faculty of Economics and Management of University Putra Malaysia from 1995 to 1998 before joining the CGIAR in 1999. He has also vast consulting experience in the ASEAN region and has served as the Asian Development Bank Project Team Leader/Aquaculture and Fisheries Policy and Institution Specialist for the Development of the Strategy for Sustainable Aquaculture Development for Poverty Reduction in the Philippines from July 2006 to March 2007. During that period he led a team of three international consultants and nine local consultants for the development of a comprehensive strategy for aquaculture development for poverty reduction and environmental sustainability that is intended to help the Philippines Government. He was also Lead Author on the United Nations-endorsed Global Environment Assessment: The Millennium Ecosystem Assessment Project (2001-2005). The Project assessed the consequences of ecosystem change for human well-being and established the scientific basis for actions to enhance the conservation and sustainable use of ecosystems and their contribution to human well-being. He is also a member of an FAO Expert Group that examines the issues of fishing capacity in developing countries and has examined the issue of fishing capacity in the Philippines, Indonesia, Malaysia and Thailand. Based on his international exposure, research and consulting experience in many countries, he teaches Gobal Economic Theories and Issues and International Business and Managerial Economics for the MBA and DBA students at the Othman Yeop Abdullah Graduate School of Business. He retired from UUM in February 2020 and currently heads the Regional Development Cluster of the Academy of Professors Malaysia.  

Professor Dr Rokiah Alavi Rokiah Alavi is a Professor at the Department of Economics, International Islamic University Malaysia. She received her Bachelor of Economics (First Class Honours) from University of Malaya in 1986. She obtained her Masters in Development Economics and her PhD from University of East Anglia, England. She has been actively involved in research, teaching and training on WTO and international trade issues. Her research interests are in the area of economics of intellectual property protection, services trade, competition policy and development economics. She was the Head of Department of Econom ics, IIUM in 2003 until 2006 and led the Globalization and WTO Unit for 10 years since 2003. She has been the trainer for the Regional Trade Policy Course organized by the WTO since 2004 until 2014 and was part of the teaching team for training programs organized by JICA, IIUM, University Malaya as well as the Malaysian National Institute of Public Administration (INTAN). She has been awarded research grants from various international organizations such as World Bank, OECD, JIPO, ICTSD, SEATCA and UNCTAD and has published a few books and many articles in international journals. She is actively involved in various NGOs and local community associations.

Wilson Voon has more than 30 years of experience in Manufacturing, Process Engineering, Designs, Quality Assurance and Consultancy in the manufacturing and service environment. He has a wide range of knowledge and experience in the practical applications of Engineering, Quality and Management Concepts and Methodologies due to his various appointments as Process Engineer, Engineering Manager, Quality Manager, Manufacturing Manager and Operations Manager with multi-national companies such as Motorola and Allen Bradley (Rockwell International). SYNOPSIS:
Bank Negara Malaysia (BNM) has set up the RM5 billion Special Relief Facility to assist Small and Medium Enterprises (SMEs) to cope with the Covid-19 outbreak. Being partially guaranteed and small in size, however, the loan facility won’t be accessible to many SMEs in need. We propose a solution that allows banks to borrow against the guaranteed loans pledged to BNM for further loans disbursement to SMEs. This measure, which resembles real bills doctrine, meaningfully eases SMEs financing pain without inviting moral hazard and uncontrollable inflation.  

SPEAKER’S BIOGRAPHY:
 Wong Chin-Yoong is an associate professor in Department of Economics, Universiti Tunku Abdul Rahman, Malaysia, and Visiting Professor in University of Sanya, China. Besides, he is an Economic Advisor in Institute of Strategic Analysis and Policy Research, Malaysia (INSAP) and member of Huazong Economic Research Committee (华总经济研究委员会). He has been invited as Associate Research Fellow of Malaysian Institute of Economic Research (MIER) and his research works often intertwine issues in international macro, trade, and finance, development economics, environmental economics, and political economics in macroeconomic models with policy orientation. He has published widely in international reputable journals such as Economics Letters, China Economic Review, Economic Modelling, International Review of Economics and Finance, Review of Development Economics, Economic Systems, North American Journal of Economics and Finance, among others. He appears regularly on media as guest speaker and commentator, and has been consulted for academic inputs by private and public entities.

SPEAKER’S BIOGRAPHY:
Dr. Hj Abdul Rahim Hj Ridzuan received the award for ‘Anugerah Ahli Akademik Harapan’ (Kelompok Pengurusan dan Perniagaan) 2018 for his outstanding performance. He is a senior lecturer from Universiti Teknologi MARA, Melaka campus. He pursue his Degree in Economics, Specializing In International Economics at Universiti Multimedia, Melaka and then continues his Master Degree, Specializing in International Economics at Universiti Putra Malaysia. After working 5 years at UiTM Melaka, he received SLAB/SLAI scholarship to pursue his PhD in International Economics at Universiti Sains Malaysia. He managed to complete his studies within 2 years and half and received Graduate on Time Award. He is currently acting as a Co-supervisor and has been appointed as a Visiting Fellow at Fakultas Ekonomi and Bisnis of Universiti Airlangga, Indonesia as well as Visiting Fellow at Faculty of Administrative Science and Economy of Trakya University, Turkey. He is an avid researcher with more than 50 publications refereed and indexes journals, proceedings, chapters in book, newsletters and others. He has obtained more than RM600k research grants at national level and has won more than 18 gold and 5 special awards from both local and international innovation competitions. At the university level, he has won more than 15 awards such as Best Article award, Anugerah Khas Rektor for General Publication category, Index Publication awards, Consultation awards and many more.

Dr. Zhuang Yan is a visiting scholar in FBF from September 2019 to August 2020, who comes from Harbin University of Commerce, Harbin City, Heilongjiang Province, China. Her research areas are as followings: 1)Changes in Price ,Interest rate and exchange rate; 2)Monetary Policy and Financial system ; 3)International Finance and risk management.
